THE INVESTMENT PROGRAM IS ACCEPTED FOR A PERIOD OF 3 YEARS

A new system of investment program formation and implementation is introduced by Presidential Decree No. PF-5717 dated 14.05.2019.

Starting from 2020, the Investment Program will be formed for a three-year period. The project of the Investment Program in 2020-2022 should be approved by December 15 of this year. The document is revised annually and its key indicators are updated.

The Deputy Prime Minister for Investments and Foreign Economic Relations, Investments and Foreign Trade, Economy and Industry, Ministries of Finance, diplomatic missions abroad of the Ministry of Foreign Affairs, as well as the Center for Comprehensive Expertise of Projects and Import Contracts under the Ministry of Economy and Industry participated in the process. is enough. The offices of the Cabinet of Ministers and the President's adviser on issues of economic development, investment and foreign trade policy implementation coordinate the work.

The automated information system "Control and monitoring of the implementation of investment projects" developed by LBMA will also be launched. It is considered a part of the single national information system of project management, and all participants involved in the implementation of investment projects are connected to it. The Regulation on the introduction and use of the software product will be adopted within one month.

Some changes have also taken place in the state apparatus. Instead of the deputy minister for infrastructure development strategy and information and communication technologies, which is being reduced in the Ministry of Economy and Industry, the deputy minister for the formation and monitoring of investment programs (in the budget part of budget systems) will appear. A group for the analysis of infrastructural projects was established under the ministry. He is engaged in comprehensive analysis of infrastructural projects implemented at the expense of centralized resources, economic efficiency assessment, measures to increase their workload and efficiency, as well as development of specific proposals for new projects.

From July 1, 2019, heads of state bodies and organizations, local executive authorities will be encouraged in the form of a one-time reward in the amount of up to 2 job salaries for the quality and timely implementation of investment projects and the achievement of approved target indicators. In this direction, disciplinary measures are taken for unsatisfactory work: dismissal, fine up to 50% of the salary of the position, or termination of the employment contract (dismissal from the position).

The approach to the operation of project implementation teams will change. In particular, their leaders and employees are appointed and dismissed by the Ministry of Investments and Foreign Trade based on the submission of project initiators. LAOG leaders' reports are heard on a collegial basis.

Until June 1, 2019, national consultants involved in the implementation of investment projects with the participation of international financial institutions and foreign government financial organizations will form their database, taking into account the evaluation of the effectiveness of previously implemented investment projects.
