Main requirements for the official websites of state bodies, economic associations and local executive authorities

Chapter 1. List of information mandatory for placement on the official website of state bodies, economic associations and local executive authorities

  1. The information mandatory for placement on the official website of state bodies, economic associations and local executive authorities (hereinafter referred to as the official website) includes:

normative and legal documents determining the legal status of state bodies, economic associations and local executive authorities, including the organizational structure, tasks and functions of its structural divisions and departmental affiliated organizations;

regulatory legal acts and other documents adopted by state bodies, economic associations and local executive authorities, including documents regulating issues of interaction with business entities, including procedures, terms and costs of providing state services and other types of services (except for documents that are subject to limited distribution and contain commercial secrets);

newly adopted regulatory legal acts related to the activities of state bodies, economic associations and local executive authorities (if necessary, together with information and analytical materials);

documents on the allocation of land to individuals and legal entities;

information on the recognition of regulatory legal acts previously adopted by state bodies, economic associations and local executive authorities as invalid;

general information on the programs adopted by the President of the Republic of Uzbekistan, the Government and state bodies, economic associations and local executive authorities in the field of activity of state bodies, economic associations and local executive authorities;

information on upcoming and past public events (meetings, gatherings, meetings, press conferences, seminars and briefings, round tables, official visits) of state bodies, economic associations and local executive authorities, other information on daily activities;

information on the cooperation of state bodies, economic associations and local executive authorities with other state bodies, legal entities and individuals, as well as foreign and international organizations;

information on international treaties in the implementation of which state bodies, economic associations and local executive bodies participate;

information on the state of the sector falling within the scope of activity of state bodies, economic associations and local executive bodies, including information on the main indicators characterizing the socio-economic development and dynamics of its development;

information on open tenders and auctions for the supply of goods (performance of work, provision of services) held by state bodies, economic associations and local executive bodies, their organizations;

information on vacancies, recruitment conditions and requirements for candidates;

requirement for mandatory reference to the official website when using information materials;

information on draft legislative and regulatory documents developed by state bodies, economic associations and local executive authorities;

information on coordinating and advisory bodies (commissions, councils, committees, etc.) established by state bodies, economic associations and local executive authorities;

draft agendas of meetings, as well as plans for holding open meetings with an indication of the date, time, venue and procedure for participation in them;

other general information and data that state bodies, economic associations and local executive authorities consider necessary to place on the official website;

instructions on using the site, as well as the meaning of the terms contained on the site. Statistical and other information necessary for making a decision to invest in the Republic of Uzbekistan.

  1. When state bodies, economic associations and local executive authorities perform the functions of owner (founder, shareholder, participant), they shall place on their official websites information on the authorized capital, state share, balance sheet and financial results of enterprises in which this state participates, production indicators, number of jobs, composition of management and supervisory bodies (except for documents that are distributed in a restricted manner and contain commercial secrets) on their official websites.
  2. The following shall be mandatory included in the list of electronic state services provided by state bodies, economic associations and local executive authorities through the official website:

information about the heads of state bodies, economic associations and local executive authorities (surname, name, patronymic, biographical information and contact information, days and hours of reception of individuals and representatives of legal entities);

telephone numbers and address details (mail, e-mail address, etc.) of state bodies, economic associations and local executive authorities and their divisions (including divisions for working with appeals from individuals and legal entities), information about their work schedule, numbers of information services and hotlines, information about entrances, parking lots and public transport numbers;

forms and forms necessary for using state services, as well as other information (bank details, addresses, etc.), as well as statistical reports for free movement of state bodies, economic associations and local executive authorities;

information on the procedure for receiving applications, complaints, requests for information on the activities of state bodies and economic associations, local executive bodies and other appeals from legal entities and individuals;

analytical reports and informational comments on the activities of state bodies, economic associations and local executive bodies, quarterly and annual reports, as well as analytical information on the state of the industry;

texts of official speeches and statements of the heads of state bodies, economic associations and local executive bodies;

statistical information on state bodies, economic associations and local executive bodies;

links to other relevant websites on the Internet and the Government Portal of the Republic of Uzbekistan;

opportunities for feedback, acceptance of reports, letters, applications, complaints, requests for information about the activities of state bodies, economic associations and local executive bodies and other forms of appeals from legal entities and individuals (subject to the use of an electronic digital signature);

information about the press service of state bodies, economic associations and local executive bodies (information on how to contact responsible employees);

a list of state services provided by state bodies, economic associations and local executive bodies;

separate sections “Electronic state services”and “Open data”;

the ability to subscribe to updates on the official website via e-mail and mass automated formats for delivering announcements and news (including by sending SMS);

information on the participation of state bodies, economic associations and local executive authorities in the “Electronic Government” system, their role and nature of participation, as well as activities carried out in this area (what state services are provided, what information is exchanged, etc.);

answers to frequently asked questions of the population and business entities;

an extract from the Unified Register of State Services, forms and forms with an indication of the state services that fall within the competence of the state body to provide them, or a link to the Unified Register of State Services, where such information is available.

  1. Placing information from other sources on the official website is allowed only if the source of information is indicated.

Chapter 2. Requirements for maintaining an official website

  1. Access to the main information posted on the official website must be free and free of charge.

Electronic government services may be provided on a paid basis in accordance with the procedure established by law.

  1. The date of information posted on the official website must be indicated and it must be regularly updated. The period for updating information is determined by state bodies and economic associations, local executive authorities, but the information must be updated at least once a week.

State bodies, economic associations and local executive authorities are obliged to post regulatory legal acts adopted by them (together with information and analytical materials, if necessary) on their official websites no later than one day after the official publication of the regulatory legal act.

  1. State bodies, economic associations and local executive authorities shall, by order of the head, determine the persons (units) responsible for the formation, placement, and updating of information on the official website.
  2. The official website of state bodies, economic associations and local executive authorities shall be registered in the “.UZ” domain zone on the Internet and on the Government Portal of the Republic of Uzbekistan in accordance with the established procedure, and shall also be physically placed on a server in the territory of the Republic of Uzbekistan (hosting).
  3. Information on the official website shall be provided in the state language. Information on the official website may have versions in other languages.
  4. State bodies, economic associations and local executive authorities must take appropriate protective measures to prevent the destruction, blocking, distortion, falsification and other forms of unauthorized interference with information posted on their official websites.
  5. The main functions that are mandatory for implementation on the official websites of all state bodies, economic associations and local executive authorities include:

extended search functions on the website, as well as deep search functions based on the results of the initial search;

a website version with an adapted design for mobile devices;

providing additional amenities for people with disabilities (increasing contrast, font size, voice guidance functions, etc.);

providing secure access to the website (for sites that provide for the transmission of confidential information or the provision of paid services);

monitoring the status and time of consideration of citizens' appeals, as well as the status of the provision of electronic state services, including sending notifications to e-mail and/or the applicant's mobile phone;

consideration of draft regulatory legal acts in the discussion mode;

tools for public opinion research and discussion of issues related to the activities of a state body (online surveys, blogs, forums, online chat);

access control and statistical tools;

a mechanism for accounting for the use of services through the website.

  1. In addition to the main functions that are mandatory for implementation on the official websites of local executive authorities, the following apply:

information on land ownership, transfer for use and lease to enterprises, institutions, organizations, peasant farms, citizens;

list and composition of permanent and temporary commissions for preliminary consideration and preparation of issues for the session;

register of decisions of governors affecting the rights and legitimate interests of the population and business entities.

  1. Economic management bodies that provide services or sell goods to the population and business entities directly or through departmental affiliated organizations, as well as state unitary enterprises in which the state share in the authorized capital is more than 50 percent, must necessarily provide the following functions on their official websites:

providing complete and up-to-date information on the types and values (tariffs) of goods and services in a convenient form;

the possibility of electronic payment and confirmation of payment for goods and services via the Internet.

  1. State bodies, economic associations and local executive authorities providing public services to the population and business entities through official websites should provide the following opportunities:

filling out electronic forms of applications, declarations, questionnaires, forms and other necessary documents using mobile devices;

online payment of fines, taxes, state duties and other payments using mobile devices;

attaching electronic versions of documents when completing a request for the provision of services (filling out forms).

Chapter 3. Requirements for the content of the official website

  1. The content of the information on the official website should ensure an objective coverage of its activities.
  2. Information posted on the official website must be reliable. Heads of state bodies, business associations and local executive authorities are responsible for the reliability of information posted on the official website.
  3. Information posted on the official website has the same force as information published in the media.
  4. The official website must not contain state secrets, information related to official use and other information prohibited from publication and distribution by law.
